Dishwasher draining water, timer not advancing

The timer does not advance and I can hear water flow at the drain. The tub does not fill with water but it is wet inside. I'm thinking that the drain solenoid might be the problem but I am not sure. Any advise would be appreciated. Thanks.

Replacement parts in General Electric HDA2130Z05WW Dishwasher Sometimes when the timer sticks it puts voltage on the drain solenoid too long, which can cause the solenoid to stick. This will cause the dishwasher to drain all the time and the timer will not advance.
The first thing to do is to disconnect the power to the washer and take the front off. Look under it and you should see the drain solenoid. The plunger should be all the way up but if it is down the solenoid is bad replace the timer and the solenoid.
